Summary

Bell’s AI Fabric initiative is pioneering a secure, sovereign AI compute network across Canada. This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW British Columbia supercluster and a 300 MW flagship site in Regina, Saskatchewan  

 

As Program Director, you will be accountable for the end-to-end delivery of the national data centre build program—orchestrating scope, schedule, budget, and cross-functional execution across multiple concurrent sites. You'll be the integrating force connecting construction, engineering, commissioning, procurement, and program controls into one predictable, well-governed program, ensuring Bell delivers these mission-critical facilities on time, on budget, and to standard as the initiative scales aggressively nationally.  

Key Responsibilities

  • Own end-to-end delivery accountability for the national data centre build program, integrating scope, schedule, budget, and quality across multiple concurrent sites. 
  • Orchestrate cross-functional execution across construction, engineering, commissioning, procurement, and program controls, ensuring alignment to program objectives. 
  • Establish and govern the program delivery framework—stage gates, milestones, governance cadence, and decision rights—across the portfolio. 
  • Own the integrated master schedule and program-level budget, driving predictability, transparency, and schedule discipline across all builds.  
  • Lead program-level risk management, change governance, and interdependency management, escalating and resolving systemic issues before they impact delivery. 
  • Provide executive-level program reporting to AI Fabric and Capital Programs leadership, translating complex delivery status into clear, decision-ready insight. 
  • Manage program financials, forecasting, and capital planning in partnership with finance and program controls. 
  • Drive resource planning and prioritization across sites, balancing competing demands as the program scales  
  • Build and mature Bell's program delivery capability at a formative stage, embedding repeatable processes, playbooks, and lessons learned across the fleet.  
  • Serve as a senior point of escalation and executive interface for site directors, functional leads, and external delivery partners. 

Critical Qualifications

  • 15+ years leading large-scale capital program delivery, with direct experience on hyperscale or mission-critical data centres (multi-site / multi-billion-dollar portfolios preferred) 
  • Proven track record owning end-to-end program delivery across multiple concurrent construction projects, not just single-project management. 
  • Deep command of program management disciplines—integrated master scheduling, budget/cost control, risk management, and change governance.  
  • Strong understanding of the full data centre delivery lifecycle—construction, engineering, MEP, and commissioning through to operational handover. 
  • Demonstrated ability to integrate and align diverse cross-functional teams and external delivery partners. 
  • Expertise in program governance, stage-gate frameworks, and executive reporting. 
  • Exceptional executive presence, able to influence and challenge senior engineering, construction, finance, and executive leaders. 
  • Experience building and maturing a program delivery organization from a formative stage. 
  • Degree in Engineering, Construction Management, or related discipline; PMP/PgMP, P.Eng., or equivalent strongly preferred. 
  • Willingness to travel nationally between build locations as the portfolio scales. 

 

Adequate knowledge of French is required for positions in Quebec.
