Overview:

The Strategic Deals and Client Proposals Team is a unique entity at Bell. Its members are typically senior Professionals drawn from other Job Families (Project Management, Technical Consulting, Architecture, Sales and Proposal Management). 

 

As a proposal manager, you will be asked to lead and coordinate large teams with a drive to execute flawless proposals of varying size with consideration for corporate governance, processes and business objectives.

 

 Job Duties/Responsibilities:

  • Participating in the qualification of potential business opportunities based on pre-existing bid/no-bid methodology
  • Review of RFP instructions to define the proposal document set-up, format and templates required to ensure full compliancy to the format instructions for the bid response that is easy for the end-client to navigate and evaluate
  • Establishing and communicating proposal timelines and responsibilities and determining the required proposal response layout
  • Providing follow-up with respect to team members’ proposal input deliverables and time frames and escalating when required
  • Following Bell Canada’s internal governance practices including soliciting risk and legal opinions from internal stakeholders to ensure compliance with Sarbanes Oxley (SOx) legislation for Category B proposals
  • Acting as the single point of contact for communications relating to inputs with the entire bid response team, setting meetings and calls

 

During the proposal development process, accountabilities will include:

  • Proofreading to ensure continuity and compliance with RFP instructions
  • Copy editing for consistency of format, grammar, style, punctuation, single voice and spelling
  • Conversion of large client RFP documents from Adobe Acrobat to Microsoft Word, Excel for our response
  • Consolidation of input received from team members for insertion into master response documents
  • Preparation of review drafts for team assessment
  • Production activities including final print, assembly of binders, burning of CDs, USB keys etc
  • Management of document production activity timelines to ensure that 100% of submission deadlines are met (on an exceptional basis this may involve coordinating external resources)
  • Creation and maintenance of a library of re-useable standard document templates
  • Ensure sufficient stock of production supplies, report gathering, etc
  • Filing, archiving and tracking of approved RFP responses
  • Adherence to Bell’s internal governance controls and processes

 

 Critical qualifications/competencies:

  • Minimum of 3 years of Proposal Management experience with a preference given to candidates with demonstrated experience in responding to very large Public and Private sector solicitations
  • Minimum of 1 year of experience with RFP responses featuring complex technical solutions exceeding $1M in value
  • University degree in a related field or equivalent work experience
  • Strong written and verbal English communication skills
  • Advanced Microsoft Word skills and working knowledge of Adobe Acrobat, Excel, PowerPoint and Visio
  • Proven ability to manage workload and multi-task under very tight deadlines
  • University degree or equivalent work experience

Preferred qualifications/competencies:

  • APMP Certification in Proposal Management
  • Technical Writing experience
  • Knowledge of Telecom products/services

Bilingualism is an asset (English and French); adequate knowledge of French is required for positions in Quebec.
