Summary
We are seeking a Senior Technical Program Manager to lead complex, cross‑functional programs and drive strategic, enterprise‑level initiatives.This role requires strong program and portfolio management expertise, the ability to translate business needs into scalable technical solutions, and proven leadership in cross‑functional environments. The ideal candidate will bring a blend of technical acumen, strategic thinking, and stakeholder engagement skills to deliver high‑impact programs while continuously improving processes and operational excellence.
Key Responsibilities
- Strategic Analysis, Vision & Enterprise Insight: Elicit, analyze complex business requirements to identify optimization and strategic alignment opportunities. Lead long‑term strategy development by assessing challenges, anticipating future needs, and championing transformative solutions. Ensure cross‑departmental alignment to support enterprise objectives, operational excellence, while demonstrating foresight and a willingness to challenge the status quo.
- Program & Portfolio Leadership: Oversee programs consisting of multiple interdependent projects, ensuring cohesion, prioritization, and strategic impact. Define program vision, scope, resource plans, and success measures. Anticipate challenges at the organizational level, proactively address risks, and remove obstacles to ensure delivery excellence.
- Stakeholder Engagement: Build and maintain strong, collaborative relationships with diverse stakeholders across all organizational levels. Facilitate clear communication, manage expectations, and ensure buy-in for project goals and solutions.
- Solution Design & Delivery: Partner with technical and business teams to design, develop, and implement effective solutions. Guide teams through complex decision‑making processes. Oversee the execution phase, ensuring adherence to quality standards and business objectives.
- Risk Management & Decision Making: Identify potential risks and opportunities associated with project decisions and strategic initiatives. Making bold, informed choices that leverage calculated risk to overcome obstacles and accelerate progress toward key objectives.
- Team Motivation & Guidance: Inspire and guide project teams, fostering a culture of accountability, collaboration, and high performance. Mentor team members and promote best practices in business analysis and project execution.
- Improvement & Operational Excellence: Continuously assess and refine business processes and project methodologies to enhance efficiency and delivery quality and effectiveness
Critical Qualifications
- Bachelor’s or Master’s degree in Computer Science, Artificial Intelligence, Data Science, or related field.

2+ years of senior program management experience leading large, complex, enterprise‑scale initiatives with direct involvement in solution and/or enterprise architecture.
- Strong leadership and collaboration skills, with the ability to work effectively across teams, departments, and diverse stakeholders.
- Proven ability to effectively and efficiently communicate with leadership, while employing a high degree of collaboration and influence
- Strong requirements elicitation, and proven writing skills including the ability to write concisely and clearly for different audiences
- Experience with process mapping, workflow analysis, and requirements modeling.
- Ability to identify and manage solution costs.
- Ability to work independently while managing shifting priorities and multiple projects in a fast‑paced environment.
- Experience working with a variety of software and hardware technologies
- Proficient in ServiceNow (ITSM)
Preferred Qualifications
- Familiarity with tools such as, SmartPath , ServiceNow, JIRA, Confluence, Visio.
- Fluency in both official languages (French and English)
- PMP and/or Agile methodologies knowledge is an asset
Adequate knowledge of French is required for positions in Quebec.
