Entry-level Software Specialist in Bell’s Public Safety Group, developing and maintaining software for Computer-Aided Dispatch systems for their installed base at emergency call centres.


Job Description:
At a minimum, the candidate is expected to perform the following:

  • Write code for new features and enhancements.
  • Compile/Debug applications/programs.
  • Develop automated test programs.
  • Perform software tests.
  • Compile information for and write portions of technical reports and program documentation.
  • Assist in requirements clarification and low-level design.
  • Assist in the maintenance of the existing Bell Public Safety Group’s code base



  • Perform basic software development tasks for simple systems or segments of large complex systems using a standard set of software engineering practices, development tools, equipment, and technologies.


Education/Certifications Required:

  • Post-secondary education in a computer science related program (Diploma or BSc (preferred))


Required Skills and Experience:

  • Detailed knowledge of Web technologies (HTML, XML, XSDs, JavaScript/Typescript) (Application)
  • Detailed knowledge of C# (Application)
  • Detailed knowledge of .NET development approach including using .NET components with Microsoft Internet Information Service (IIS) (including .NET Core and ASP .NET Core) (Application)
  • Experience with Databases technologies (SQL, SQL Server, Oracle, Entity Framework) (Application)
  • Experience with NENA i3 standards for NG911(Familiarity)
  • Experience with generation of regular expressions (Application)
  • Experience with Microsoft Visual Studio 2017 or 2019 in a Team Foundation Server (TFS) environment (including source control) (Application)
  • Experience in requirements writing (Application)
  • Experience with automated unit testing, test case design and software debugging (Application)
  • Experience performing and responding to code reviews (Application)
  • Knowledge of Microsoft Server 2016/2019 and Windows 10 development environments. (Application)
  • Understanding of the software development lifecycle (Application)
  • Excellent English language communications skills. (Mastery)


Optional Skill Set:

  • Experience in any of the following would be considered assets:
  • Experience with OASIS EDXL-RM
  • Experience with XACML access control
  • Experience and knowledge of C++, and MFC
  • Experience with code source control through Git
  • Experience with Microsoft Entity Framework
  • Experience with Microsoft Razor and Blazor
  • Experience with PowerShell scripting language
  • Experience with Bootstrap
  • Experience with Xamarin forms
  • Experience and knowledge of Service Oriented Architecture programming
  • Experience in an agile development environment
  • Knowledge of MS Windows-based servers operating in a VM environment.
  • Understanding of Internet protocols, firewalls, VPNs and general communications programming.
  • Experience and knowledge of development practices in a secure environment.
  • French language competency.
  • Experience in Public Safety environments.


Please note:
Candidates must have no impediments to obtaining a minimum Enhanced Reliability clearance from the RCMP to work on Police informatics systems, and to work in restricted access areas related to the position. 




Bilingualism is an asset (English and French); adequate knowledge of French is required for positions in Quebec.
