Reporting to the Director, Program Management, the Senior Manager, Program Management will play a leading role in the strategic design and delivery of critical IT infrastructure projects to support our digital transformation.  This includes integration and alignment of IT platforms stemming from acquisitions.  The successful candidate will work closely with Field project delivery, PMO and Operations teams, as well as IT Delivery and Infrastructure teams to manage multiple projects and interdependencies across the dispatch ecosystem.  We require a highly motivated individual who thrives in a constantly changing environment.  This individual requires solid project management skills and must have excellent knowledge of technology / IT concepts and products.  An understanding of Field Services teams, systems and processes is considered an asset.


Role Accountabilities:

  • Build and foster close strategic relationships with the business and IT to understand and anticipate technical needs and build solutions in line to support those needs
  • Support, maintain, and communicate the multi-year IT roadmap that holistically supports the strategic direction of the business, along with the required financial and resource planning
  • Identify and document solution alternatives, recommendations and approaches that address approved project scope and business requirements
  • Work with project managers, architects, and business analysts to support the tactical delivery of multiple projects, ensuring delivery excellence on time, scope, cost, quality, and customer satisfaction
  • Management of project budgets, forecasting, and financial governance
  • Coach, mentor, and support a variety or resources (both direct reports and matrixed)
  • Review and contribute expertise to resolution of operational issues as required, and provide input to initiatives around process improvement, system supportability, and infrastructure and application enhancement and optimization
  • Establish governance procedures between Field and IT to ensure accountability and visibility to key stakeholders

Critical Competencies:

  • Proven experience of end-to-end project delivery in an enterprise environment, spanning multiple years (8+ years of progressive IT/project management experience)
  • Schedule Management – Ensures that project timelines are established and published and assists with the determination of a project scope that is scheduled in manageable components
  • Financial management – oversees the forecasting, budget tracking, analysis and communications assessed, documented and managed through to completion
  • Risk Management – communications and tracking of overall program/individual project risk(s)
  • Status and Communication management – accountable to pull together overall program status, communications materials for executive reviews
  • Change Management – accountable for the efficient and timely management of Field’s User Focused Delivery approach to ensure end users (Operations) understand project impacts and are ready to embrace change
  • Strong leadership experience and organizational skills with ability to manage multiple, highly complex projects at once
  • Strategic thinker who is adept with quantitative and qualitative analysis
  • Results-oriented, problem solver that deals well with ambiguity
  • Excellent verbal and written communication skills
  • Strong negotiation and influencing skills with ability to challenge partners when required
  • Ability to work under pressure and ability to deliver with high workload
  • MS Office skills, particularly strong in Excel and PowerPoint for tracking and communication of project deliverables
  • University degree in Engineering, Business, or other discipline

​​​​​​​Preferred Competencies:

  • PMP/other project management certification deemed an asset
  • Knowledge of waterfall and agile methodologies
  • Proven record of accomplishment in managing large work programs
  • Familiarity with Field systems including Click, TMI, FWFM, WOM, Hybrid UI
  • Bilingualism (English and French)


Bilingualism is an asset (English and French); adequate knowledge of French is required for positions in Quebec.
