Summary
Bell is building the network that Canada runs on — and we’re not done yet. As Senior Manager, SW Managed Cloud, you won’t just manage software: you’ll architect the operating model for a brand-new team purpose-built to deliver managed cloud solutions at enterprise scale. This is a builder’s role. You’ll bring the discipline to run a rigorous engineering organization and the creative instinct to shape it from the ground up — recruiting sharp talent, forging the team’s identity, and driving outcomes that matter to Bell’s biggest customers. Key Responsibilities
- Define the software-managed model — Develop the conceptual framework, entities, and operating constructs that describe what “software-managed cloud” means for Bell: how services are defined, deployed, governed, and administered through software rather than human action.
- Build the transition roadmap — Translate the model into a sequenced, prioritized roadmap that moves Bell’s cloud practice — across both private and public cloud environments — from its current automation-based foundation to a fully software-managed state.
- Establish and own the transition plan — Define the workstreams, milestones, dependencies, and change management approach required to execute the roadmap in a live operational environment without disruption.
- Lead execution — Drive delivery of the transition plan, leading cross-functional engineering and operations teams to implement the software-managed architecture at pace and to a high standard.
- Establish a sound software practice — Build the engineering discipline, standards, and delivery model to develop or introduce solutions, drawing pragmatically on off-the-shelf products, custom software, and AI to solve the right problem with the right tool.
- Audit and evolve public cloud administration — Review current practices for administrating Bell’s public cloud environments (AWS, Azure, GCP), identify gaps and inefficiencies, and define the target-state operating model aligned to the software-managed vision.
- Establish operational standards — Define KPIs, SLOs, and reliability benchmarks that measure progress and performance across the private and public cloud estate under the new model.
- Lead financial stewardship — Own CAPEX/OPEX planning, resource capacity, and vendor relationships in support of the transition program.
- Champion engineering culture — Foster a team environment that values rigour, innovation, and continuous learning, integrating AI/ML tooling where it can eliminate toil and accelerate the path to software-managed operations.
- Staff and scale the team — Recruit, onboard, and grow the SW Managed Cloud team, identifying the right mix of profiles — software engineers, cloud architects, platform specialists — to execute the transformation and sustain the target operating model.
Critical Qualifications
- Bachelor’s degree in Computer Science, Software Engineering, Cloud Computing, or a related technical field.
- Eight or more years of experience in cloud engineering, platform operations, or software development — with at least five years in a people leadership or management role.
- Deep hands-on knowledge of both private cloud (OpenStack, VMware, or equivalent) and public cloud platforms (AWS, Azure, GCP) — including administration, governance, and cost management.
- Proven experience transitioning cloud environments from automation-based to software-managed or platform-engineering-based operating models.
- Demonstrated ability to define architectural frameworks and operating models — experience with service modelling, entity design, or platform design patterns is a strong asset.
- Track record of building and leading software engineering or platform practices — including selecting and integrating off-the-shelf solutions, custom software development, and AI-driven tooling.
- Demonstrated experience applying AI in architecture and software development — including the use of AI-assisted design, AI-augmented development workflows, and integration of AI/ML capabilities into platform and operational solutions.
- Hands-on experience with AIOps, intelligent automation, or AI/ML platforms integrated into cloud operations or service management workflows.
- Strong program leadership skills — roadmapping, sequencing complex transitions, and executing in live operational environments without service disruption.
- Excellent communication and executive-level stakeholder management skills, with the ability to align diverse technical and business audiences around a shared vision.
- Experience in telecommunications, large-scale enterprise IT, or regulated industries where operational continuity is non-negotiable.
- Experience managing geographically distributed teams and strategic vendor/partner relationships.
- Willingness and ability to report to a Bell office under a hybrid work arrangement (minimum three days per week in-office). Bilingual (English/French) is considered an asset.
Adequate knowledge of French is required for positions in Quebec.
