Summary

The Senior Technical Program Manager is responsible for establishing, coordinating, and governing the integrated readiness programs required to bring Bell's AI Fabric data centres from construction into production operations.

This role serves as the central program integration function across Engineering, Construction, Procurement, Network Architecture, Vendor Management, Health & Safety, Human Resources, ServiceNow, Asset Management, and Site Operations teams. The successful candidate will develop integrated readiness plans, track critical milestones, manage cross-functional dependencies, and provide executive visibility to ensure all operational, staffing, safety, technology, and vendor readiness requirements are completed prior to facility go-live.

The role is focused on program governance, readiness planning, risk management, and execution oversight, ensuring Bell AI Fabric facilities are prepared for Day 1 operations through disciplined program management and stakeholder coordination.

Key Responsibilities

Program Management & Readiness Governance

  • Develop and maintain integrated readiness plans across multiple AI Fabric projects and sites.
  • Establish program governance structures, readiness criteria, stage gates, and acceptance milestones.
  • Coordinate readiness activities across all participating business units and delivery teams.
  • Track completion of readiness deliverables and ensure accountability for assigned workstreams.
  • Monitor critical-path activities and manage cross-functional dependencies.
  • Identify and escalate risks, issues, and schedule impacts affecting operational readiness.
  • Lead readiness reviews, governance forums, and executive steering committees.
  • Provide consolidated executive reporting, dashboards, scorecards, and status updates.

Operational Readiness Program Leadership

  • Establish operational readiness frameworks supporting commissioning-to-operations transition activities.
  • Coordinate readiness requirements for site turnover and operational acceptance.
  • Ensure readiness plans address staffing, training, processes, vendor support, systems, tools, documentation, and governance requirements.
  • Validate completion of readiness activities prior to customer onboarding and production operations.
  • Track and report readiness status against agreed milestones and go-live criteria.

Workforce & Organizational Readiness

  • Partner with Human Resources and functional leaders to coordinate workforce readiness plans.
  • Track recruiting, onboarding, training, certification, and competency milestones required for site startup.
  • Coordinate organizational readiness activities across operational, technical, vendor management, network operations, and support teams.
  • Monitor workforce readiness progress and escalate gaps that may impact go-live objectives.

Vendor & Service Readiness

  • Coordinate readiness plans involving OEMs, maintenance providers, strategic vendors, and service partners.
  • Track completion of service agreements, support contracts, escalation processes, and spare parts strategies.
  • Collaborate with Procurement and Vendor Management teams to ensure operational support models are established prior to site launch.
  • Monitor vendor readiness milestones and report status to leadership teams.

Technology & ServiceNow Readiness

  • Coordinate readiness activities supporting ServiceNow, Asset Management, CMMS, and operational support platforms.
  • Track implementation milestones associated with asset onboarding, maintenance programs, work management processes, inventory management, and operational reporting.
  • Ensure operational technology platforms meet readiness requirements before operational handover.
  • Facilitate alignment between business stakeholders and platform delivery teams.

Network & Technology Integration Readiness

  • Coordinate with Network Architecture and Technology Operations teams to monitor readiness activities supporting site activation.
  • Track network commissioning, carrier delivery, monitoring integration, and operational support requirements.
  • Ensure dependencies related to DCIM, EPMS, monitoring, alarming, and operational tooling are incorporated into readiness plans.
  • Coordinate customer technology onboarding readiness requirements and associated milestones.

Adequate knowledge of French is required for positions in Quebec.
