The Bell MTS Information Technology team develops and maintains Bell MTS’s internal systems and applications while also developing integrated technology solutions for customers across all lines of business.

 

Description:

The Senior Program Manager, IT Application Management is looking for an energetic and highly motivated Senior IT Project Manager to lead and manage the delivery of complex IT system solutions with a keen focus on program/project cost, time, scope, resourcing, and quality, as well as security and privacy.

 

The application of project management discipline, as outlined in the Project Management Methodology, ensures that project management processes are adhered to through the various project phases: initiation, planning, execution, controlling, and closing. 

 

The Senior IT Project Manager strives for project delivery excellence and effectiveness, and is responsible for ensuring maximum preparedness, planning, scheduling and delivery quality assurance to protect production system availability and billing accuracy by following IT best practice.

 

This role collaborates extensively with IT Technology Managers, IT Front Door, Test and Release Management, project delivery teams, IT Application Management vendors and business units.

 

The Senior IT Project Manager may also be responsible for a blend of supervisory responsibilities and program management support.

 

Duties/Accountabilities:

  • Accountable for the detailed planning, execution and successful delivery of larger projects which are often complex or of a longer duration; this requires demonstration of strong risk mitigation attributes and managing stakeholder expectations through effective communications.
  • Maintains organizational and delivery effectiveness, by creating detailed project schedules, status reporting and the compilation of all required project artifacts.
  • Accountable for maintaining all budget forecasting and compliance using project control software, including leading all pre-project approval due diligence requirements, comprising of but not limited to: Infrastructure Council, Architecture, Privacy and Security Assessments, and IT Controller reviews.
  • Provides support, guidance, mentorship and leadership to project team members, including defining of workload, priorities and critical tasks.
  • Maintains and adheres to established security controls and standards for data management, safeguarding and protecting the use of data for all project purposes.
  • Liaise and work with various preferred vendor partners to ensure cost effectiveness, quality and timely delivery of all professional services engagements.
  • Maintains optimized project resource utilization through load and capacity monitoring following established IT Front Door processes.
  • Maximizes effectiveness through alignment with all established Test and Release Management processes for scheduling project delivery.
  • Provides support to the Senior Program Manager for the effective administering and delivery of projects that align with the IT Application Management program, including implementation of recommended processes to mature and strengthen program delivery.

 

Critical Qualifications / Competencies:

  • A post-secondary diploma or degree in Information Technology, Computer Science or a related field, or equivalent experience.
  • Background in SDLC and Project Management/Agile methodologies is highly desirable.
  • Professional experience in leading IT deliveries from initiation, planning, and build/implementation to closure, on time and on budget.
  • Strong interpersonal and written/oral communication skills with the ability to present project issues to a diverse audience and across departments.
  • Experience leading and motivating project delivery teams using coaching and mentoring techniques to build and maintain high performing teams.
  • Organized individual with an ability to prioritize and manage a large number of key activities and / or large scale solutions and / or programs in a fast paced and changing environment to ensure successful implementation.
  • Experience with conflict resolution and negotiation strategies, and the ability to apply those experiences when interacting with difficult stakeholders.
  • Experience with operational best practices and service delivery related to change control, system incident management and problem management.
  • Extensive experience creating Work Breakdown Structures for the planning, scheduling, tracking and completion of activities using recognized applications including Microsoft Project.
  • Experience with PEATS Due Diligence requirements and forecasting, SAP Project Systems module, including the planning and scheduling of activities, and the reconciliation of project labour, costs, and budget.
  • Demonstrated experience leading and facilitating delivery operations critical tasks including, funding submissions, gating checkpoint reviews, IT project kick-offs, design reviews, IT resource management, vendor support partner engagements, release planning readiness reviews and development of implementation playbooks.
  • Customer service and application availability focused.

 

Preferred Qualifications / Competencies:

  • Project Management Professional (PMP) certification.
  • Proven track record of IT delivery in a complex and dynamic environment.
  • ITIL Foundations certification would be an asset.

 

Working Conditions:

  • Work on-site is required: Pioneer (primary), Corydon and Portage East offices.
  • Conference calls, use of online conferencing utilities (e.g. Net Meeting, Live Meeting).
  • Ability to work flex hours on occasion to meet delivery needs and service availability when necessary.
  • Ability to lead project related support calls during and outside of normal business hours.

 

Bilingualism is an asset (English and French)
